Hava trafik kontrol hizmetlerinde geleneksel yönetim yaklaşımından post-modernizme geçiş: Hava trafik kontrolörleri üzerine bir uygulama

Abstract

Hava trafik kontrol hizmetlerinde geleneksel yönetim yaklaşımından post-modern yönetim yaklaşımına geçiş süreci kontrolörler gözünden incelenerek yönetim süreçlerinin iyileştirilmesi amaçlanan bu çalışmada nitel ve nicel araştırma teknikleri birlikte kullanılmıştır. Bu kapsamda beş bölümden oluşan tezin ilk üç bölümünde teorik arka plan çerçevesinde literatür incelemesi yapılarak araştırmanın kavramsal modeli oluşturulmuştur. Tezin ilk bölümünde sürekli gelişmekte olan havacılık sektörünün deregülasyon süreci sonrası gelişimi ve çalışmanın içeriğiyle ilgili bilgiler verilmiştir. Tezin ikinci bölümünde; havacılık sektöründeki temel düzenlemeler ve uluslararası ve ulusal havacılık otoriteleri hakkında bilgiler verildikten sonra hava trafik yönetimi kavramı açıklanmıştır. Tezin üçüncü bölümünde; tezin teorik arka planının oluşturulmasına yönelik yönetim yaklaşımları, post-modern yönetim sürecine geçişi sağlayan önemli gelişmeler ve havacılık sisteminin post-modernizasyonu kapsamında bilgilere yer verilmiştir. Araştırmanın örneklemi ülkemizde aktif lisanlı "Hava Trafik Kontrolörü" olarak çalışan 225 kişiden oluşmaktadır. Anket aracılığıyla toplanan veriler SPSS 26 ve AMOS 23 programlarında analiz edilerek ulaşılan bulgular değerlendirilmiştir. Çalışmanın sonucunda hava trafik kontrolörlerinin, post-modern yönetim sürecine bakış açıları, demografik özellikleriyle ilişkilendirilerek açıklanmıştır. Elde edilen sonuçlar, hava trafik kontrol alanında post-modern yönetim anlayışına geçişte, insan kaynakları yönetim süreçlerinin iyileştirilmesine katkı sağlamaktadır. Ayrıca kontrolörlerin mevcut yönetim süreçleri içinde, post-modernizasyon algılarını en üst düzeye çıkarabilmek için alınabilecek önlemler tespit edilmiştir. Elde edilen sonuçlar, hava trafik kontrol alanında mevcut yönetim süreçlerinin post-modernizasyonu için özgün bir rehber niteliği oluşturmaktadır. Tez çalışmasında elde edilen tüm sonuçların, hava trafik kontrol alanında post-modern yönetim anlayışına geçiş için farkındalık yaratması; post-modern yönetim modeli literatürüne ve bundan sonra konu ile ilgili yapılacak bilimsel çalışmalara katkı sağlayacaktır.

Qualitative and quantitative research techniques were utilized together in this study, whose main purpose is to examine the transition from traditional management approach to post-modern management approach in air traffic control services from the perspective of controllers and to improve management processes. In this context, the conceptual model of the research was formed by literature review within the framework of the theoretical background in the first three parts of the thesis, which encapsulates five chapters. In the first part of the thesis, information is presented about the development of the aviation sector after the regulation process and the content of the study. In the second part of the thesis; after giving information about the basic regulations in the aviation sector and international and national aviation authorities, the concept of air traffic management has been explained. In the third part of the thesis; the management approaches aimed at forming the theoretical background of the thesis, important developments that enabled the transition to the post-modern management process and the post-modernization of the aviation system were given. The sample of the study consists of 225 people working as "Air Traffic Controllers" with active licenses in our country. The data gathered through the survey and analyzed in SPSS 26 and AMOS 23 programs and the assembled findings were evaluated. Consequently; in the research, the perspectives of air traffic controllers on the post-modern management process are explained in relation to their demographic characteristics. The results obtained contribute to the improvement of human resources management processes in the transition to a post-modern management approach in the field of air traffic control. In addition, the measures that can be taken to maximize the post-modernization perception within the current management processes of the controllers have been determined. The acquired results constitute an original guideline for the post-modernization of existing management processes in the field of air traffic control. All the results obtained in the thesis create awareness for the transition to post-modern management understanding in the field of air traffic control; it is anticipated to contribute to the post-modern management model literature and future scientific studies on the subject.
